Driving License Process for Disabled Persons in India (Step-by-Step Guide)
INTRODUCTION: Obtaining a driving license for persons with disabilities in India involves a structured process that ensures safe driving and appropriate vehicle modifications. This guide explains the complete step-by-step procedure to help disabled drivers understand how to legally obtain a driving license and drive independently.
Step 1:
Approach the RTO / RTA Office
The process begins by visiting your local Regional Transport Office (RTO) or Regional Transport Authority (RTA). You must inform them about your disability and intention to obtain a driving license. The RTO will issue a Referral Letter directing you to the Civil Surgeon for medical evaluations.
Step 2:
Medical Examination by Civil Surgeon
You must visit the Government Civil Surgeon with the referral letter.
The Civil Surgeon will:
• Examine your disability
• Assess driving capability
• Recommend vehicle modification requirements
After evaluation, a Driving Fitness Certificate will be issued.
Step 3:
Purchase a Suitable Vehicle
After receiving the medical certificate, you can purchase a suitable vehicle.This may include:
• A new car
• A pre-owned car
The vehicle should be selected as per mentioned in the 'Driving Fitness Certificate', based on your disability and modification needs.
Step 4:
Vehicle Modification
The vehicle must then be modified according to the Civil Surgeon’s recommendations. Modifications must be done by an approved adaptive vehicle modifier. After modification, a Modification Certificate will be issued.
Step 5:
Registration as Adapted Vehicle
You must take the modified vehicle to the RTO for inspection. The vehicle will be registered as :

Apply for Learner’s License

Driving Test and License Issuance
